Future Industries Fund – New Energy Jobs Fund

Overview

This program aims to support Victorian-based projects that create long-term sustainable jobs, increase the uptake of renewable energy generation, reduce greenhouse gas emissions and drive innovation in new energy technologies. It is an initiative under the $200 million Future Industries Fund which supports growth as part of the Victorian Government’s Back to Work Plan to create 100,000 jobs and get Victoria back to work.  

Round three will have two separate streams:
1. Community stream
- Support new energy technology projects under the following categories:
a) Community feasibility studies/business case: Funding between $20,000 and $50,000 for feasibility studies and $100,000 for business cases is available.
b) Community renewable energy projects: Funding between $50,000 and $1 million is available. Applicants must provide a minimum of 10% cash co-contribution.

2. Industry stream
- Support new energy technology projects under the following categories:
a) Manufacturing
b) Technology
c) Skills and capacity building
- Funding between $50,000 and $1 million is available. As a guide, a typical ratio for private funding to public funding for projects of this nature is 3:1. Although there is no minimum funding ratio for this program, a higher ratio will be viewed more favourably.

A total funding pool of $20 million is available with up to $3 million allocated for Round 3.

Who Can Apply?

Eligible applicants include a broad range of organisations and can include single entities or a consortium of participants. However all applications, whether single entities or a consortium, must nominate a 'lead organisation' who satisfies the following requirements:
1. Community stream
- Be not-for-profit organisations, co-operatives, social enterprises or local councils.
- Operate in Victoria.
- Be either of the following:
a) Registered in accordance with the Corporations Act 2001.
b) Incorporated as an association under the Associations Incorporation Reform Act 2012.
c) Incorporated as a co-operative under the Co-operatives National Law Application Act 2013.
d) 'Council' within the meaning of the Local Government Act 1989.
e) A committee of management incorporated under the Crown Land (Reserves) Act 1978.
- Have an Australian Business Number.
- Be able to demonstrate that either the lead organisation or the lead organisation's parent company has at least three years operating history.
- Be able to provide three years of financial reports (preferably audited) for the lead organisation or the Lead organisation's parent company. The department may request, during the assessment process, that unaudited financial reports be audited and resubmitted.

2. Industry stream
- Be incorporated under the Corporations Act 2001.
- Have an Australian Business Number.
- Be able to demonstrate that either the lead organisation or the lead organisation’s parent company has at least three years’ operating history by way of financial reports (which shall preferably be audited).

Participants (as part of a consortium) do not have to meet the lead organisation requirements above.

Eligible Activities

Eligible projects must:
- Meet the following program objectives:
a) Create long-term sustainable jobs
b) Drive economic development
c) Promote community participation
d) Increase the uptake of renewable energy generation
e) Reduce greenhouse gas emissions
f) Drive innovation of new energy technologies
g) Build new energy technology capability and capacity in the State
- Take place in Victoria.
- Have not previously been funded by the Commonwealth or Victorian governments.
- Have a commercially-ready new energy technology.

Main Assessment Criteria

The main assessment criteria include:
- The project (30%)
- Capability and capacity of the applicant and participants (30%)
- The benefits of the project (40%)
